If you ask Canadians whether they\u2019re feeling pressure to purchase a home, many will probably tell you they are.<\/span>
<\/span>
<\/span>After all, about two-thirds (66.5%) of Canadians are already homeowners, according to the most recent census count, from 2021. Despite the ownership rate\u2019s steady decline over the past decade (it peaked at 69%, in 2011, and has been falling ever since), ownership undeniably remains the norm in Canada. <\/span>
<\/span>
<\/span>A strong desire to own a home is at least partly rooted in long-standing government policies, suggests CIBC Deputy Chief Economist Benjamin Tal. \u201cIf you look at the tax system, the tax system is not benefitting renters compared to homeowners,\u201d he says. <\/span>
<\/span>
<\/span>For instance, the decision in the \u201870s to <\/span>eliminate capital gains taxes on principal residences<\/span><\/a> made homeownership the primary investment vehicle for many Canadians. The exemption lets homebuyers purchase property and, so long as they live in it, face zero taxes on their profit when they decide to sell.<\/span>
<\/span>
<\/span>However, responses to <\/span>Wahi\u2019s recent 2025 Homebuying Pressure Point Survey<\/span><\/a> suggest that homeownership attitudes in Canada vary considerably depending on the market.<\/span>
<\/span>
<\/span>Nationally, 34% of respondents to the Wahi survey perceived some form of pressure, whether from family and friends or societal expectations. In B.C. and Alberta, that number jumps to roughly 40%, while 35% of Ontarians agree. However, in Quebec, just 26% of respondents reported experiencing the same pressure, the lowest of any province.\u00a0<\/span><\/p>\n


In Alberta, Realtor Karen MacPherson suggests Alberta\u2019s lower home prices have fostered an ownership mentality. \u201cI work with a lot of first-time buyers. I think there is more of an assumption of buying than living,\u201d she tells Wahi. \u201cYou couldn\u2019t buy a detached house or even a townhouse in Toronto for under $500,000, which you can here.\u201d<\/p>\n

\u201cIt is normal to rent in those [markets] because they are the most European-cultured communities that we have,\u201d says Rod Schulhauser, director of research at SVN Rock Advisors Inc., Brokerage, of Montreal and Quebec City specifically.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

He notes that rents in these markets remain much more affordable than in many other urban centres. As of December, landlords in Montreal were asking an average rent of $1,936 for an apartment, according to a report from <\/span>rentals.ca<\/span><\/a>. Montrealites will tell you that\u2019s considerably higher than a decade ago, though it remains well below markets such as Toronto ($2,521 per month) and Vancouver ($2,696).<\/span>
<\/span>
<\/span>\u201cIt\u2019s generational to rent. People grow up in duplexes and triplexes\u2026 and that\u2019s the norm,\u201d he tells Wahi. \u201cThat\u2019s not the exception, and that\u2019s the big difference between, let\u2019s say, Toronto and Burlington, where I live, and downtown Montreal or Quebec City. <\/span>
<\/span>
<\/span>Marc Choko, emeritus professor at the \u00c9cole de design (Design School) at Universit\u00e9 du Qu\u00e9bec \u00e0 Montr\u00e9al, disagrees with the notion that lower ownership aspirations in Quebec are a byproduct of an ingrained preference for renting or the result of a cultural phenomenon.<\/p>\n

In Montreal, at least, it boils down to the type of housing that\u2019s been available historically. \u201cI believe that the offer conditions the demand,\u201d says Choko. Towards the end of the 19th century through the first half of the 20th century, Choko notes that Montreal built and offered a massive number of duplex and triplex apartments for rent. \u201cThat distorted the offer in the favour of remaining tenants,\u201d he says. <\/span>

<\/span>An abundance of rental units tended to keep rents lower, making it a more attractive option for many. \u201cIt was less costly to be a tenant than to be an owner,\u201d he says. \u201cNow, the situation in our days has changed a lot, because tenants in Montreal have seen the prices really increase,\u201d he continues.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Another strike against the idea that there\u2019s a pervasive culture of renting in Quebec is the fact that Montreal, like many other cities in the post-war era, experienced suburban expansion. The population centre grew outward as many in Quebec desired more affordable ownership housing. \u201cThis is why I pleaded against this concept of a culture of tenancy,\u201d he tells Wahi. \u201cI think it came from the market, from the offer, and from the economic situation,\u201d Choko explains.\u00a0<\/span><\/p>\n

In the Saguenay\u2013Lac-Saint-Jean region, about 200 kilometres outside of Quebec City, the desire to own a home is alive and well, says Kevin Potvin, a Realtor with the local brokerage branch of Via Capital. \u201cPeople pretty much want to own. If they can do so, they will.\u201d <\/span>

<\/span>If homebuyers in his region are feeling less pressure to buy, Potvin suggests it may be because they have accepted that it is financially out of reach now. Home prices in Saguenay\u2013Lac-Saint-Jean have more than doubled in the past decade, he says. \u201cA lot of people can\u2019t even fathom buying a house with some of the annual salaries,\u201d Potvin tells Wahi.<\/span>

<\/span>Moving forward, Tal, the CIBC economist, suggests Canadians need to reevaluate their attitudes towards homeownership. The country\u2019s focus on owning homes is unsustainable, and more purpose-built rental needs to be constructed. <\/span>
<\/span>
<\/span>\u201cWe have this dream of homeownership\u2026 but it\u2019s definitely changing,\u201d he says. \u201cI want to create a situation in Canada in which you are 35 years old, you are married, you have two kids, and you are renting and nothing is wrong with you \u2014 the way it is in Berlin, the way it is in London, the way it is in New York \u2014 and we are not there yet,\u201d he says.<\/span><\/p>\n
