adjustments to <\/span>secondary suites<\/span><\/a> to <\/span>cracking down on short-term rentals<\/span><\/a>, and most recently, tackling the housing affordability crisis.\u00a0<\/span><\/p>\n \u00a0<\/span><\/p>\n Last November, the B.C. government <\/span>announced<\/span><\/a> legislative changes targeting \u201coutdated zoning rules\u201d with the purpose of \u201cbuilding homes faster\u201d and introducing housing options within the reach of B.C. residents.<\/span><\/p>\n \u00a0<\/span><\/p>\n The government plans to introduce more affordable housing by forcing municipalities to change their zoning rules to accommodate additional multi-unit housing options \u2014 such as multiplexes, laneway houses, and townhomes.\u00a0<\/span><\/p>\n \u00a0<\/span><\/p>\n According to preliminary research, the news release stated that changes could result in \u201cmore than 130,000 new small-scale multi-unit homes in B.C. during the next 10 years.\u201d\u00a0<\/span><\/p>\n <\/span><\/p>\n [\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section][et_pb_section fb_built=”1″ _builder_version=”4.18.0″ _module_preset=”default” towers or single-family homes means B.C. isn\u2019t building enough small-scale multi-unit homes that fit into existing neighbourhoods and give people more housing options that are within reach. That\u2019s why we\u2019re taking action to fix zoning problems and deliver more homes for people, faster,\u201d said Premier David Eby in the release.<\/span><\/p>\n <\/p>\n Steve Karrash, a realtor<\/a> with Macdonald Realty in Surrey<\/a>, B.C.,\u00a0 and co-host of the <\/span>real estate podcast<\/span><\/a> The Tom Storey Show, sums up the changes to zoning regulations like this: \u201cTheoretically, in the province, anywhere where you have a single family zoned property in any jurisdiction, [these changes] immediately takes them to a three or fourplex.\u201d\u00a0<\/span><\/p>\n <\/p>\n According to the new regulations, the exact type of property allowed will be dependent on the size of the municipality \u2014 those with a population of over 5,000 will have three to four units in select areas.\u00a0<\/span><\/p>\n <\/p>\n Karrasch also pointed out that these changes are implemented regardless of a municipality\u2019s bylaws or other restrictions. \u201cWhat we’re seeing is there are many zonings, there are many bylaws and there are even covenants registered on titles of properties that restrict any secondary suites, let alone third or fourth units. So effectively, I believe the government is trying to eradicate all of those restrictions across the entire province,\u201d Karrasch tells Wahi.<\/span><\/p>\n <\/p>\n Homeowners and those looking to buy single-family homes shouldn\u2019t be worried right now, Karrasch says, but they should look to the rental market bracing for change.\u00a0<\/span><\/p>\n <\/p>\n The release from the government makes a nod toward the changes that were brought about in Auckland, New Zealand, in 2016. These legislative adjustments created over 20,000 homes over a five-year period the B.C. government notes.\u00a0<\/span><\/p>\n <\/p>\n Karrasch thinks that B.C.\u2019s changes will likely have a similar effect to what happened to Auckland\u2019s rental market. \u201cAuckland] found that the effect that it actually had was it stopped rents from going up because you had so many applications to build these four plexes and apartment buildings and townhomes.\u201d\u00a0<\/span><\/p>\n <\/p>\n \u201cYou were effectively able to bring enough inventory to the market. It didn’t really affect the sales, but it definitely brought more rental inventory to the market,\u201d he adds\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n <\/p>\n When asked about whether single-family homes would be phased out in the coming decade, Karrasch noted that they could become more of a luxury as the government uses single-family zoned lots for these new developments \u2014 or tears down old family homes.\u00a0<\/span><\/p>\n <\/p>\n \u201cSo, if indeed you don’t want to share walls, you’re gonna have to pay for that luxury,\u201d he says.<\/span><\/p>\n <\/span><\/p>\n \u00a0<\/span><\/p>\n Arguably the biggest change to hit paper this time was the reduction of public consultation when new developments are being proposed. Under the current regulations, Karrasch indicates that if a single-family property was to be re-zoned to accommodate additional housing, it could require multiple public hearings.\u00a0<\/span><\/p>\n \u00a0<\/span><\/p>\n Now the government is planning to \u201cphase out one-off public hearings for rezonings for housing projects that are consistent and aligned with the official community plans,\u201d according to their release.
