Burlington<\/strong>: Premiums rose 21% and 20%, respectively, in markets with above-average flood risk.<br \/><b><\/b><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong>Thunder Bay &amp;
